Chapter 4: Environmental protection section 4.2, it states that Chorley or one of seven local authorities that have the West Pennine Moors in their area.
What where the other six Authorities and the management committee doing, when Go-Ape appeared on their doorstep. Did any of them question Chorleys actions.
Is the West Pennine Moors management committee active or do they remain silent, I hope not because we have enough of them.</description>
