		<description>As ever, legislation is open to interpretation.... I thought I would look at the document which people have been quoting...  here the same section says that the land may be laid out as a public park, and that buildings &#039;necessary or convenient&#039; for the use or enjoyment of the park may be erected.  What is meant by enjoyment is open to interpretation!

&quot; the Corporation shall subject to the provisions of this section 
permit the owner at his own expense to lay out the said lands 
(except so much thereof as is situate between the unclimbable fence 
herein-after referred to and the Lower Rivington Reservoir) as a 
public park herein-after described as &quot; Lever Park&quot; for the use 
and enjoyment of the inhabitants of the county borough of Bolton 
and generally of the public for ever and to pull down any building 
or buildings now standing on the said lands and to erect any 
building or buildings thereon necessary or convenient for the use 
and enjoyment of the park as such and to make any roads or 
footpaths thereon for affording to the public proper access thereto 
and generally to form lay out and deal with Lever Park as may 
appear to him to be desirable in order to secure their free and 
uninterrupted enjoyment by the public &quot;</description>
